Biography

 I am a father, wartime United States Marine Corps veteran, college graduate, graduate student; Central Valley born and raised with roots in agriculture stemming from my time spent working on my family farm in Selma, CA. I joined the Marine Corps at the age of 17 in 2005 and, having just turned 20, was deployed to Iraq in 2007. Despite becoming extremely ill on my first deployment, I again deployed in 2008, celebrating my 21st birthday over the Atlantic Ocean and purchasing my first beer in Germany while in transit to Iraq. My sickness from my first deployment eventually caused me to be medically separated from the Marine Corps in 2012. I earned a Bachelor of Science in Psychology in 2017. I started a Master of Science in Counseling/Marriage, Family, and Child Therapy program in 2018 and expect to graduate in 2021. I have been married for 11 years to the love of my life and have three young children.

What financing method(s) would you support to repair or improve roads, rails, ports, airports, the electrical grid, and other infrastructure in the U.S.?
Answer from Eric Garcia:

There are several ways to fund much needed infrastructure repairs or improvements. A multi-prong approach would be most effective. Direct federal funding would be one aspect of the approach. Another step would be to coordinate with the different states so they can help assess their specific requirements and their ability to contribute to the funding of infrastructure. Holding utility companies responsible for maintaining their infrastructure to avoid devastating fires like with PG&E and the several fires they were responsible for that lead to loss of life, environmental damage and property damage. A special tax either on the State or Federal level that is only designated to fund infrastructure needs would be another prong. The tax would not come from an increase in property tax because the inherit differences from various communities would only hurt the impoverished areas. The cost may be high but the cost would be even more to leave infrastructure as it is and allowing it to degrade without intervention. One example is the Camp fire that may have been avoided if proper maintenance was done.  

What programs or legislation, if any, would you support to help Americans of all ages to secure affordable health care?
Answer from Eric Garcia:

I would support all programs or legislation that would ensure all Americans have affordable health care. No one should have to choose between daily necessities or medical care. The cost of medical care and insurance has left many with neither. The people caught in the situation of no or limited health coverage has to suffer from easily treatable illnesses or risk going into debt. Ensuring all people have the ability to seek medical attention without risking their ability to cover daily expenses is not only ethically correct but is beneficial for society as a whole. The current outbreak of the coronavirus is a perfect example. If an individual without proper medical coverage contracts the illness and does not seek medical attention the spread of the illness is highly more likely.   

Describe an immigration policy that you would support if presented to the House of Representatives.
Answer from Eric Garcia:

I would support any immigration policy that is rooted in fairness to all those who would seek to immigrate to this country, regardless of country of origin.

Political Philosophy

A Government of the people, by the people, and for the people has one responsibility and that one responsibility is the people. Without the people our government would not exist so it is only natural that the government ensures the safety and prosperity of the people. Certain individuals are able to properly provide for their family and themselves, however some may be unable to do so due to various circumstances. It is in the best interest for the Nation as a whole to ensure everyone is able to be or become self-efficient to their respective best level possible. Ensuring such things as drinkable water, medical care, livable wages, affordable housing, and so much more can help everyone regardless of their situation.
